I don't know why I get a Packages.gz file from some sources, and a (non-empty) Packages.bz2 from others. If it's part of apt's configuration, I can't find it. I see that there is a .notify file in private/ for each of the empty Packages.bz2 files. I thought this bug might be related to #354428, but that looks to be a more complicated problem.
