Dear Maintainer,


HW/SW Environment:
Asus EEE PC 1015PX, Debian 9.3, LXDE

Preconditions:
1. PC is up and running
2. The bluetooth adapter is on and works normally as expected

Steps to reproduce:
1. Point the mouse cursor just to the blueman icon
2. Press the right mouse button
3. Select "Disable bluetooth" in the pop-up menu
4. Shut down the computer to the power-off state
5. Power up the computer again
6. See no blueman icon

If one selects the blueman applet from the LXDE menu, it fails to start saying
"Bluez daemon is not running, blueman-manager cannot continue. This probably
means that there were no Bluetooth adapters detected or Bluetooth daemon was
not started".


Expected results:
1. See the blueman icon with the additional indication that bluetooth is
disabled.
2. Be able to switch the bluetooth on, using the pop-up menu

Workaround steps:
1. Reboot the PC
2. Enter BIOS setup menu
3. Navigate to "Integrated devices/Bluetooth"
4. Switch it on
5. Boot the PC and see the blueman applet icon in its place again
