Well, I wrote the changes required in the bug report. The problem on Debian wasn't really that it wasn't the default, it's that the files are in different locations. The patch in https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=875297#10 is still needed to make this work. If you open the resulting initrd in a text editor and see some early_cpio stuff at the beginning of the file that doesn't look like gzip garbage, then it's working. dracut -N works because it just includes all microcode.
