Control: retitle -1 who -b returns wrong date and time of last boot if clock 
was not initialized

Just for future reference, the right package for this bug is coreutils,
not bugs.debian.org.

It looks like you're getting 1970 as the boot time because the system
clock wasn't set properly when the system booted; I guess that's
probably as intended, but if you expected the clock to have been
initialized, that's an issue.
