I just had this exact same problem, for the exact same reason: while packages.debian.org was down, I was forced to grab some debs from Ubuntu, which depended on an upgraded libc. Now I find my locales are broken.

So I can fix this by downgrading libc. My point is that this is clearly a bad, confusing problem, since more than once person has found their way to this bug report (the vast majority of people inconvenienced by this bug won't go to the trouble of reporting it). It *is* a bug in Debian. Debian should be smart enough to figure out how to resolve this problem automatically.
