It seems to me that this is not a bug in ion but a 'feature' of the gaim systray plugin: if no NETWM-compliant WM is found then the dock/sytray-icon is not shown at all. In my opinion this is incorrect behaviour of gaim. A user manual enabling the plugin expects to see the icon, even if it can't be placed in a notification area.
