Yes, it is sad to see there is no recent Arduino in Debian. Recent Arduino versions are reported in https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=816908 and https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=780706 The later, #780706, shows progress and/or request for help.
