In testing, I found that a 20 character password worked fine, but a
21 character password caused ucarp to silently fail to start up correctly.

This is half-documented in README.Debian;

        ucarp-password 16charsatmost

but it's not very obvious (I completely missed that there was a hidden
message in the example password when reading the documentation)
and really ucarp should abort with an error in this case. It's also not
documented in the manpage at all.

(and I don't know why 16 vs 20).
