That makes it clear. No bug, but intented behaviour :-)

I will check how Emacs 22 handles it (it has been changed there
together with the bug I mentioned some messages ago). Maybe it's a
good idea to set it always, to be discussed on the emacs-devel
list. I'll let you know.
