I'm concerned that NTPsec's behavior might be to smear over the interval
_before_ the leap second, as opposed to _centered on_ the leap second
(which is what Google does).

If you're just consuming time from Google's servers, you don't need leap
smearing in your client ntpd. You just point it at smeared servers (and
only smeared servers) and disable the leap file. Are you intending on
running your own servers and then have clients sync from a mix of you
and Google? Or are you intending on running your own servers and having
clients sync from you only, but you want time consistent with Google and
similar?
