This is also reproducible without man being involved:

  (echo .mso ja.tmac && zcat </usr/share/man/ja/man5/apt_preferences.5.gz) | 
preconv -e UTF-8 | tbl | nroff -mandoc -Tutf8 | LC_ALL=ja_JP.UTF-8 less

... so reassigning to groff.

I think this may be fixed in the 1.22.4 release candidates - it
certainly seems to behave a bit better - although a couple of other bugs
make it slightly hard to tell at the moment.
