Seen that, but not the whole landscape where the radvd fails.
Please provide more information about the network plan.

Yes, I think we have now two problems.
 1. How and why is radvd is used?  ( What is it's purpose? )
 2. The reported "Periodic restart required to keep advertising"

FWIW: My radvd keeps advertising IPv6 routes without restarting.
