I've also not succeeded in reproducing it locally.

3.0.1-9 did FTBFS due to this bug on two architectures (ppc64 and sh4):

Unfortunately I have so far failed on understanding why libtool 
sometimes adds this stray -l

No disagreement that this shouldn't be a blocker for testing migration 
of the openmpi transition, but please change the severity back 
afterwards so that we won't miss fixing/workarounding this before
buster (I agree with Alastair that --no-parallel has a good chance
of workarounding it).
