According to [1] and my recent personal experience, the
latest revision of the Raspberry Pi 3 B+ (revision 1.3)
boots but does not bring eth0 or wlan0 up, making the
device useless in a headless setting.

To support the B+ completely, additional Device Tree Binary
files are necessary too, possibly to be provided by the
linux-image package; specifically the files
/boot/firmware/bcm2708-rpi-b-plus.dtb and
/boot/firmware/bcm2710-rpi-b-plus.dtb are missing from buster
but present in [2].

The latest firware update upstream is dated 2018-04-18[3].
