Hi Scott,

I filed an RM for vmware-nsx as well, and networking-ovs-dpdk needs:
1/ dpdk support in OVS, which we currently don't have
2/ an update so that it's useable in the current release of OpenStack,
which means it wont use python-tempest-lib anymore.
3/ switch to Python3 so that it has a chance to work with current Neutron.

So please do go ahead and remove python-tempest-lib anyway, we really
don't need it anymore at this time.

Cheers,
