Sounds like an upstream issue - not Debian specific There are various reports upstream such as this https://github.com/budgie-desktop/budgie-desktop/issues/232
and this PR which has been merged apparently allows you to shift-click on an icon to launch a new instance https://github.com/budgie-desktop/budgie-desktop/pull/1364 Going to mark this as a wishlist item.
