As far as I understand, dh-python does require functionality from dpkg-dev to function at all, so a hard-dependency is required. However, your issue can be fixed by removing the (circular) dependency of python3 on dh-python; as Apollon noted in a previous mail [0], this requires a Mass Bug Filling as hundreds of packages still use dh_python3 without depending on dh-python. According to the earlier emails in the bug (#718819), the “wontfix” was only in the context of the `stretch` release, as there was too little time left to deal with all the packages that would require fixing. If you take the time to read the previous mails, I do not think you will find anything indicating this isn't considered a bug, or that it will not be fixed; the maintainers only need more time as there are hundreds of impacted packages.
