No, it is a missing call to
update-language
If you would have installed one language pack like texlive-lang-XXX it
would have been fixed. The problem is that the old config file from
tetex (language.dat) is still used since update-language hasn't been
calld.
I have already included calls to update-language, update-fmtutil,
update-texmf, and update-updmap in the postinst scripts.
This could be also treated as a bug in tetex, as it should call
update-language after removal (ie in the postrm script) ...

No, 00tetex.cnf should NOT be included into the final language.dat
since tetex is not installed. Changing this is in fact bad, as when you
go back to tetex you would have a wrong entry.
Please leave it and call as root
update-language
