The "harm" here is that IMHO it takes way too long to run lintian for
regular uploads.  I often uploads big packages where lintian runs for
30seconds/1minutes, and in no way I'd want to wait that much while
uploading.

Also, I personally see running lintian at upload time somewhat a sloppy
habit: lintian should be used as part of the regular development process
and "cleared" before uploading, not be used as a gating at the last
possible second.

Lastly, with the new source-only uploads running lintian there loses
most of its usefulness due to having only the sources to scan, missing a
bunch of otherwise important tags.
