Ahhh, getcha. Let's take a step back — so here's what happened:

I wanted to take over maintainership of a package and noticed it
wasn't already maintained using git-buildpackage. I had a fuzzy memory
of git-buildpackage being able to import stuff and as I couldn't
recall the incantation I did "man gbp-import-dscs" (nb. plural) and
grepped it for "download" (the verb, not the flag).

Not finding it there (nb. import-dscs manpage) I checked import-dsc
and grepped for "download" and read that the --download flag had been
deprecated and *without any other context* I was instantly a little
confused.

What I'm trying to get at is that whilst you might be 100% correct
about the behaviour of the flag and its history etc, I was actually
floundering around for quite some time trying to find how to do this
based on the just output of --help and the manpages in the terminal

If "apt:foo" is the replacement, can we not just suggest that? I feel
the current remark for --download is just too misleading right now
IMHO.

Having empathy for users who are not blessed with the minutiae of a
project is really essential in providing a good user experience ;)
