Moreover, stretch was supposed to be usable without systemd, but here we have: dep: systemd system and service manager or sysvinit Package not available How can you have package in stretch (option-)depend on a package not in it? I'm not an expert on your packaging names, but I suppose the new name for that one is sysvinit-core.
