Control: severity -1 important

this is not only a problem of the explainer. This is a conceptual issue with
the way sbuild install packages. Instead of installing them step by step, it
should create a single big meta dummy package that contains everything and
install that. This would also solve the issue of the explainer.

I'm gonna postpone fixing this a bit but increase the severity because this is
an issue that I want to see fixed.
