Yes, my autobuilder chroot was really clean. However, this does no
longer happen now, this is from my build history:

Status: successful  starpu_1.2.4+dfsg-1_amd64-20180618T191928Z
Status: failed      starpu_1.2.4+dfsg-1_amd64-20180628T111526Z
Status: successful  starpu_1.2.4+dfsg-1_amd64-20180709T005024Z

Or maybe there was a missing versioned build-depends on some library
which was not in a version high enough in buster when I built
the package.

I don't think it was "an issue with the builder". If you want to be
sure, try using snapshot.debian.org to build the package under the
buster of day 20180628. As a last resort, I could offer a virtual
machine on which this issue happens (please contact me privately for
details).
