It builds, but the tests get stuck in my system. You can try it yourself:
gbp clone g...@salsa.debian.org:pkg-octave-team/octave-odepkg.git
cd octave-odepkg
git checkout upstream-hg
git checkout hg
gbp dch --upstream-branch=upstream-hg --debian-branch=hg
gbp export-orig
debuild -us -uc
