After receiving Chris Dunlap's quick reply, I've installed and enabled haveged on my Linux VMs (Sid, Rawhide, and Tumbleweed where it was already installed). I reverted my change to timeout value in the munged unit file. All is well so far. With haveged installed, I don't expect to need a munge package change for my purposes.
