Debian Policy 10.4 states:

   All command scripts, including the package maintainer scripts inside
   the package and used by dpkg, should have a #! line naming the shell to be 
used to interpret them.

   In the case of Perl scripts this must be #!/usr/bin/perl.

It would be nice if debhelper would automatically convert shebangs of
installed Perl scripts (including maintainer scripts and $PATH scripts)
to /usr/bin/perl in order to increase compliance with the second
sentence, which was added in Debian Policy Version 4.1.2:
