Yes, this is possible now, but would mean to carry a distro-specific 
patch for notify.conf that (obviously) can never be upstreamed.

A more "boring" solution would be to change the upstream default message 
to point to a page on wiki.apparmor.net

... says the openSUSE AppArmor maintainer ;-)
