While I agree with what you're saying about leaving it up to the maintainer, those users that you think are "shading over into the category of developers" might be mislead and think it needs to be done by a DEBIAN developer (key in keyring, etc.) Perhaps there is some more neutural wording that we can find that can still suggest it needs to be an advanced user, yet not imply it has to be a DD. However, since I just woke up, it's not coming to me right now.
