There is wordsmithing to be done, and the Overview section will need to be rewritten or dropped, but otherwise I don't see why we couldn't add this as a subpolicy as soon as someone has done the conversion work. It's not as though we expect there to be any nonadditive changes to the repository format. Additionally, I think it would be quite useful to have this as a subpolicy. I have learned quite a bit just from a quick scan through the page. -- Sean Whitton
