I can reproduce this exact same issue on Debian Stretch. > # grep -i faillog /etc/login.defs : > FAILLOG_ENAB yes An interesting thing to note is that the comment just above these lines says "Enable logging and display of /var/log/faillog login failure info. This option conflicts with the pam_tally PAM module." But, `grep pam_tally /etc/pam.d/login` yields nothing so I don't think pam_tally is active and causing this issue.
