The mono / CLI teams are quite inactive at the minute - most of the previous menbers have moved on to focusing on other things. I don't think orphaning will particularly help - if anybody wants to assist with maintaining this and our other packages, please just join the existing teams and work there. One of us will probably even sponsor your work if you're not a DD - come find us in #debian-cli on OFTC. No objections from me to kicking tomboy out of testing (the bug's RC severity).
