   * What led up to the situation?

After installation of shim-signed package grub-efi-amd64-signed is installed to
ESP partition to boot linux.

   * What was the outcome of this action?

If linux is installed on xfs partition signed grub can't read configuration
from this partition. In emergency grub shell xfs partition is displayed as
unkown fs. Similar bug is in Ubuntu:
https://bugs.launchpad.net/ubuntu/+source/grub2/+bug/1652822

   * What outcome did you expect instead?

Normal system boot.
