yes, and that's mentioned in the NEWS files with some explanation how to
handle this within README.Debian.

  /usr/share/doc/thunderbird/README.Debian.gz

Please try first always to have a look into the mentioned file before
raising a bug tracker issue. If you feel there is something information
lacking feel free to provide a merge request or a patch.

The fix suggested in README does not work for Finnish. I do have the Finnish locale package installed:

$ LANG=C apt-cache policy thunderbird-l10n-fi
thunderbird-l10n-fi:

I have edited the config entry:

intl.locale.requested;fi

Restarted Thunderbird, UI is still english.

By the way, my locale is Finnish, so if Thunderbird behaved nicely it would be in Finnish like before.
