The qbittorrent package on debian stable is on an old version, but that is how debian stable works. Packages stay on the same version for its entire lifecycle. If some user complains about it on your github, please tell him the above. However, you could ask for package upgrade for testing/unstable, which is stuck on 4.0.3 since late December 2017. And at that time, qbitorrent 3.3.15 (the version in testing/unstable) was already 4 months old, and even 4.0.0 from upstream was one month old.
