Hi! Despite the name, that file isn't a part of the scite package, but it looks like is a part of the app-install-data package - and I believe it's presence is correct even if the SciTE package isn't installed, so I would like to close this bug. (The file listed in the app-install-data package is /usr/share/app-install/desktop/SciTE.desktop but I assume that the capitalisation is simply a typo of yours).
