All, I just installed the latest version, firefox-esr 60.2.2esr-1~deb9u1 , and it fixes the bug for me. I can run Firefox normally, without using apulse, and have sound from the browser. Multiple users can run copies of Firefox and all users have sound. This gets me back to where I was before this bug happened.
