* What led up to the situation? Installing fresh minimal debian 9.5 netinstall and wanted to have a minimal lxde. A find that closed reported bug #760971 describes exactly what I experienced. I don't know enough to put panels and check if I can recover it. killing lxpanel gets launched again with a new PID so I cannot try to launch lxpnael withough --profile argument I tried to copy panels from /etc/xdg but it does not work but it could be that I'm copying things in the wrong place. I did an apt-get update; apt-ge upgrade to use the lastest packets available.
