I have limited experience packaging, but after reviewing the
documentation I believe that the version 2 standard for the
watchfile is very old, and in fact I can't find reference to
its syntax on the man page (though it does have v3). The current
syntax is well-documented though, so I've upgraded the version.

I also believe that, in version 4 of the syntax, the
'debian uupdate' is the default when fetching one upstream
source file and it's not necessary here.
