The qcontrol package should ensure that this tag is applied to only those types of devices. I think the best solution is, if the qcontrol package ships a udev rules file to apply TAG+="systemd" to exactly those devices it is interested and is probably in the best position to identify those devices. I'm therefore reassigning the bug report. Ian, if you have further questions, please don't hesitate to ask. man 5 systemd.device and man 7 udev have more information on this topic.
