I guess we will only ever start finding those bugs, if we actually build
stuff in a merged-/usr environment.
Given how far we are in the buster development cycle and seeing that the
freeze is not that far away, switching the buildds back to
non-merged-/usr seems like a conservative and reasonable approach.

As soon as buster+1 is open for development I would definitely revert
this change though for unstable, to find those bugs early. If we just
wait and see if bugs are found and fixed, we will be in the same
situation again, just a release cycle later.
