Dear Maintainer,

The current package description states that it "contains programs
used to manipulate data files found in the ICU sources" and that end
users would not generally need it.

The thing is, at least one of these programs (uconv) is not tied to
ICU sources and is actually useful to some end users. Unlike iconv it
has support for the Unicode normalization.

Currently there's no mention of this in the package description which
makes it harder to locate the package even if you already know the
name of the binary you need.

$ apt-cache search uconv

The apt-file partially covers this case (if you're looking for the
uconv specifically).
