It's a question about the Unicode data file license. I've contacted unicode.org, and finally referred it to the ftp-masters. We'll see what they determine. I noticed it while looking at the changes in Emacs 26. For example IVD_Sequences.txt refers to https://www.unicode.org/copyright.html which has this clause: Unicode Data Files include all data files under the directories http://www.unicode.org/Public/, http://www.unicode.org/reports/, http://www.unicode.org/cldr/data/, http://source.icu-project.org/repos/icu/, and http://www.unicode.org/utility/trac/browser/. Which I suspect is intended to cover IVD_Sequences.txt.
