It's a question about the Unicode data file license.  I've contacted
unicode.org, and finally referred it to the ftp-masters.  We'll see what
they determine.

I noticed it while looking at the changes in Emacs 26.  For example
IVD_Sequences.txt refers to https://www.unicode.org/copyright.html which
has this clause:

    Unicode Data Files include all data files under the directories
    http://www.unicode.org/Public/, http://www.unicode.org/reports/,
    http://www.unicode.org/cldr/data/, 
http://source.icu-project.org/repos/icu/, and
    http://www.unicode.org/utility/trac/browser/.

Which I suspect is intended to cover IVD_Sequences.txt.  But while I can
see that file is referenced from https://www.unicode.org/reports/tr37/,
which is indeed under one of the directories listed above,
IVD_Sequences.txt [itself] appears to be here:
https://unicode.org/ivd/data/, and that directory is not listed above.

Ahh, right -- thanks.  I tried to fix that the other day, and realized
that I probably need to add some metadata for the autobuilders now, with
respect to non-free.  I'll try to sort that out this weekend.
