This is indeed interesting, as I adopted the settings from
squid-deb-proxy as is without any modifications.
I tested the settings on a Debian 9 machine running squid3. My test was
a debootstrap of an unstable chroot.
Whithout these settings, the download phase was always 4 minutes (on a
ADSL 16.000 line).
With these settings applied, the first debootstrap's download phase
still took 4 minutes, but the following debootstrap's download phases
took 20 seconds or even less. I did not look into details regarding
packaging being re-fetched, because the improvement already made me
happy enough.
