The original form of this bug (i.e. "failed to find link section" when using GNU strip) should be fixed in binutils 2.31.1-11.

To get back to that being our only problem, we need to revert at least the attempt to use LLVM strip (i.e. https://salsa.debian.org/pkg-llvm-team/llvm-toolchain/commit/d441237cacb871abfebec1353b4b64398a362b0b).

Whether to also revert -fno-addrsig (which should no longer be needed with the new binutils) depends on how we value "still has -dbgsym with older binutils (e.g. if backported for mesa)" compared to "potential few% space saving when linked with ICF".

(There's also #914021, where llvm*-dbgsym do exist but don't actually work; I don't know whether that will affect 7 after these changes)
