Looking further into this, it turned out that /etc/fstab was empty. As a result, / was never remount rw. Not sure if this is a bug in vmdb2 or autopkgtest-build-qemu Unfortunately there is no documentation for vmdb2 -- Why is it that all of the instruments seeking intelligent life in the universe are pointed away from Earth?
