It is actually very easy nowadays to contribute. Just fork the packaging repo, do your changes, test and submit a merge request. Once the change is approved, it will be part of the next upload, usually within a few weeks. If you do some improvements to the mariadb-10.3 packaging this week, I can promise it will be in Debian unstable next week.
