java7-runtime-headless is provided by openjdk-8-jre-headless. The alternative dependency is satisfied when you install openjdk-8-jre-headless. The dependency should have been default-jre | java7-runtime-headless but I don't think this is a major problem for Stretch. However we should fix it for Buster. Markus
