Hi, I think we should probably remove the dedication (for 2.2) instead of converting them to UTF-8. 2.2 was a looong time ago and is no longer part of ftp.d.o.
I also don't see much use for a copy of the constitution on the package mirrors? So I would just remove that as well instead of converting to UTF-8. Ansgar
