I'm pretty sure they are able to pick a package at random to satisfy a build-dep on a virtual package; this just usually isn't what you want. The thing they *won't* do is evaluate options after a '|'; so if you need the buildd to install a package for you, it has to be listed as the first option in the or'ed list.
