I think this is serious enough to forbid this package from being shipped with buster. It makes it impossible, for example, for a user to switch from the extension shipped from addons.mozilla.org to the Debian package, which was my use case. Also note that the rules cannot be modified by hand either, nor do they persist when modified through the normal UI. Thefore I'm marking this as "grave", as it "makes the package in question unusable or mostly so" and "causes data loss".
